I used a radial gradient filter (on my computer). I dragged a circle around the pigeons and set it to 100% destaurated (not generally advised for B&W conversions, but adequate to my purposes in this case). This creates a gradual loss of color radiating out from the circle to the edges. I then refined the filter with a brush tool and used another brush to add some definition and contrast to the pigeons which has the side effect of enhancing their color a little.
