Lying Apostrophes

Here’s a case where the addition of apostrophes (rather than the usual quotation marks, for some reason, signifies that live doesn’t mean live, I think, particularly inasmuch as this appeared to be posted on a kiosk that was empty and unattached to any medium of communication. The Citi caught sleeping again.
