Yeah, wish I had one. My wife used to in her Brooklyn apartment before we got married.
Because I have not a clue how this works: are these offered to tenants or do these come with upper floor apartments only?
Yes, typically they either come with a penthouse apartment, or in smaller buildings, like the brownstone my wife lived in the roof rights come with a top floor apartment and you have to climb a stair from the top floor up onto the roof
