No, he wasn’t. Interestingly, he started off as a reformer, aiming to cleanup municipal government. Once he’d established his own power base, of course, his views changed. The classic work is Caro’s The Power Broker, 1000 pages of un-put-downable biography.
I really like this photograph, but watched a short video about Robert Moses. Not a nice man.
